L市是政治、经济、文化和宗教的中心,也是藏传佛教的圣地,其历史悠久、国际影响大。经过几十年的快速发展,L市发生了翻天覆地的变化,首府城市的核心地位更加突出。L市近年来提出六大战略,实现了跨越式的发展和长治久安。在市委、市政府的大力支持下,L市在环境保护方面做出了巨大的努力,有很明显的成效。但是,L市的环境执法还存在一些问题,如“违法成本低,守法成本高、环保执法难”等,这些问题的存在直接影响着可持续发展战略的贯彻和实施,阻碍着L市环境法制的发展进程,环境执法已经成为不容忽视的问题,亟待我们去解决。因此,加强和完善L市环境执法,建立一套适合该市的环境执法体系迫在眉睫。

However, there are still some problems in the law enforcement of the environment in L city, such as “low illegal costs, high cost of law-abiding, environmental enforcement difficult ” and so on, the existence of these problems directly affects the implementation of sustainable development strategy and implementation, hinder L City The development of the environmental legal system and environmental law enforcement have become issues that can not be ignored and are urgently needed to be resolved. Therefore, it is imperative to strengthen and improve the environmental law enforcement in L City and set up an environmental law enforcement system suitable for the city.
