本文针对地勘单位横向项目增多的现实,探讨了地勘单位横向项目管理存在的问题,并提出了改善建议。文中认为:地勘单位横向项目管理存在的主要问题包括:经费管理照搬纵向项目管理模式、项目管理“过紧”或“过松”、项目风险管理不到位、忽视项目成果收益分配等。针对地勘单位横向项目管理中的不足,提出了要探索符合横向项目特点的管理模式、坚持横向项目管理的“松紧结合”、强化项目风险管理、合理分配各方利益等完善建议。
In this paper, according to the reality of horizontal projects in geological prospecting units, the problems in horizontal project management of geological exploration units are discussed and suggestions for improvement are put forward. The paper holds that the main problems in the horizontal project management of geological exploration units include: the management of funds is copied from the vertical project management mode; the project management is too tight; the project risk management is not in place; Wait. In view of the shortage of horizontal project management in geological prospecting units, some suggestions are put forward such as exploring the management mode in line with the characteristics of horizontal project, insisting on the “elastic combination” of horizontal project management, strengthening the project risk management, reasonably distributing the interests of all parties.
