最近,森林保护工作的方针引起了广泛的注意。有些同志认为,森林病虫害的防治方针仍然以“预防为主,积极消灭”为好。对于这种意见,我不同意。为了真正做到百家争鸣,在森林保护学术界造成一种最适宜于自由讨论、平等交换意见的空气,广开方路,集中智慧,使我们的森保工作,在争论中有所前进,在实践中有所发展,本文试从森林病虫害的防治方针进行讨论。森林保护的方针属于自然科学的范畴,不属于社会科学的范畴。不能象那些政治路线、方针政策那样自上而下贯彻下来。森林保护的方针只能从生产斗争和科学技术的实践中来。
Recently, the principle of forest protection has drawn wide attention. Some comrades think that the prevention and control measures for forest pests and diseases are still based on the principle of “prevention first and active elimination”. I do not agree with this opinion. In order to really achieve a hundred-school dispute, we should create a climate in the forest protection academic community that is most suitable for free discussion and exchange of views on an equal footing. We should open wider roads and concentrate our wisdom so that our work in forest protection can be advanced in the debate. In practice, Some development, this paper try to discuss the prevention and treatment of forest pests and diseases. The principle of forest protection belongs to the category of natural science and does not fall into the category of social science. They can not be implemented from top to bottom like those political lines and policies. The principle of forest protection can only come from the practice of production struggle and science and technology.
