水,与人类生存息息相关,与经济社会发展紧密相连。进入新世纪,随着人口的增加、经济社会的快速发展和全球气候变化,水的问题愈演愈烈。洪旱灾害频繁,特别是水短缺问题日益凸显。“水资源将比石油更昂贵,很多战争将因水而引发”——这并非危言耸听。现实中,国与国之间,因水而引发的争端和冲突越来越多。各国和国际社会普遍开始关注水的问题,纷纷采取行动,制定行动纲领。冬去春来,“十二五”开局之初,《中共中央国务院关于加快水利改革发展的决定》(以下简称“《决定》”)正式公布。这是新世纪以来的第8个中央一号文件,首次将主题指向一个专业领域,也是新中国成立62年来中共中央首次系统部署水利改革发展全面工作的决定。

All countries and the international community have generally started to pay attention to the issue of water and have all taken actions to formulate their programs of action. During the winter and spring, the “Decision of the CPC Central Committee and the State Council on Accelerating the Reform and Development of Water Conservancy” (hereinafter referred to as the “Decision”) was officially announced at the beginning of the “12th Five-Year Plan”. This is the 8th Central Document since the new century. For the first time, the theme has been directed to a field of specialization. It is also the decision of the CPC Central Committee for the first time since the founding of the People’s Republic of China for the first time in its comprehensive system of water conservancy reform in the past 62 years.
