文章在通过调查占有实际材料的基础上 ,归纳介绍了山东、福建两省现阶段矿业权运作的九种主要形式。指出了商业性地质工作运作中面临的五个问题和困难 ,并提出了诸如建立地质勘查风险基金、培育规范矿业权市场、加强对商业性地勘工作支持力度及健全矿业勘查开发领域的宏观调控等四项对策建议。
Based on the investigation of possession of actual materials, the article summarizes the nine major forms of mineral rights operation in Shandong and Fujian provinces. It pointed out five problems and difficulties faced in the operation of commercial geological work, and proposed such measures as establishing a geological exploration risk fund, nurturing and regulating the mining rights market, strengthening support for commercial geological survey work, and perfecting macro-control in the field of mining exploration and development.
