恩格斯说过:文化上的每一个进步,都是迈向自由的一步。其实文化就是一面精神旗帜,一个民族,只有文化体现出比物质和资本更强大的力量,才能造就更大的文明进步;一个国家,只有经济发展体现出文化的品格,才能进入更高的发展阶段。同样计量事业大发展也要依赖计量文化的发展与繁荣,通过文化创新、理论创新、制度创新和科技创新,逐步打造出一片促进计量事业发展的文化绿洲。一、计量文化建设的三个层面所谓计量文化,我想可以诠释为计量范畴领域这个群体在一定时期内形成的思想、理念、行为、习惯,以及由这个群体意识辐射出来的一切活动等。
