权力清单是各级政府以行政权力为核心,对其所行使的公共权力进行梳理、统计与公开,自觉接受社会监督的一项制度。在法治政府建设的要求下,推行权力清单制度化,对于加强依法行政、根治腐败具有重大意义。本文通过论证权力清单制度化的必要性,分析其现状及存在的问题,试图提出法治政府视域下权力清单制度的构建路径。
The power list is a system at all levels of government that takes administration power as the core, sorts out, publicizes and publicizes the public power it exercises and consciously accepts social supervision. At the request of building a government under the rule of law, the implementation of the institutionalization of the power list is of great significance to strengthening administration according to law and rooting corruption. By demonstrating the necessity of institutionalizing the power list, this paper analyzes its current situation and existing problems, and tries to put forward the construction path of the power list system from the perspective of the government under the rule of law.
