本文分析了东西方价值取向、思维方式、行为准则和消费观念等文化差异,及东西方医疗保障制度文化背景、性质、心理和效果差异,探索了新加坡家庭住院储蓄账户制度文化和德国医疗保险制度文化的真谛,对中国城镇所有劳动者“社会统筹与个人账户相结合”基本医疗保险制度作了文化寻根。 展望21世纪,工业化国家人口数量下降,人口结构严重老化,社会赡养系数持续上升,代表基督教文化的“德国模式”未来将面临保险经济危机。而代表儒家文化的“新加坡模式”将成为发展中国家与工业化国家医疗保障制度改革的楷模,最终成为医疗保障制度全球化的基本模式。
This article analyzes the cultural differences between Eastern and Western values, thinking patterns, behavioral norms, and consumer attitudes, and the differences in the cultural background, nature, psychology, and effects of the East-West medical security system. It explores the system of Singapore’s family hospital savings account system and the German medical insurance system. The true meaning of culture has made cultural root-seeking for the basic medical insurance system of “all social pooling and personal accounts” in all Chinese urban laborers. Looking into the 21st century, the population of industrialized countries will decline, the population structure will age seriously, and the social support coefficient will continue to rise. The “German model” representing Christian culture will face the insurance economic crisis in the future. The “Singapore model” representing Confucian culture will become a model for the reform of the medical security system in developing countries and industrialized countries, and will eventually become the basic model for the globalization of the medical security system.
