从对S省4市基层公务员队伍建设状况的调研来看,当前,基层公务员队伍总体上适应新形势下政府职能转变的要求,但也存在队伍结构不合理、混编混岗问题突出、招录人才留用人才难、绩效考核实效性不强、培训机制不健全、交流渠道不顺畅等问题。抓好干部队伍建设,应更加注重夯实基层公务员队伍力量,加强和改进公务员管理,健全基层工资保障机制,创新考核评价方式,完善公务员交流机制,突出抓好干部教育培训,更好地发挥基层公务员在全面建成小康社会中的重要作用。
