学分银行的一大功能就是认证学习者获得的非正规学习成果,以此来实现各类教育的纵向衔接、横向沟通。当前我国已经在职业资格培训、成人高等教育、非学历教育和在线教育等领域对非正规学习成果认证进行了一定程度的探索。本文在阐述非正规学习成果认证现状的基础上,提出深层次的原因在于相关政策法律制度的缺失,并指出非正规学习成果认证的开展要以学校教育为基础,同时加强学校、政府及第三方机构的合作。
One of the major functions of a credit bank is to certify the non-formal learning outcomes obtained by learners in order to achieve vertical convergence and horizontal communication of various types of education. At present, our country has conducted a certain degree of exploration on the certification of non-formal learning achievements in vocational qualification training, adult education, non-diploma education and online education. Based on the status quo of certification of non-formal learning achievements, this article proposes a deep-seated reason for the lack of relevant policies and legal systems and points out that the certification of non-formal learning outcomes should be based on school education while strengthening the role of schools, government and third parties Institutional cooperation.
