社区工会是新时期工会工作的新领域。近两年来,静安区总工会围绕全国总工会“三个最大限度”的要求和市总工会的工作思路,从实际出发,积极探索,努力形成完整的社区工会组织体系,实现社区内新建企业基本建会,职工基本依法自愿入会,基本建立起以上级工会代表下级工会、多渠道依法维权的长效机制为主要特征,符合静安中心城区特点,运作规范的社区工会工作新格局。一、着眼新形势,构思加强社区工会建设的思路随着社会主义市场经济的逐步建立,静安区以建立“高品位商业商务区、高品质生活居住区”的双高战略,吸引着大量非公经济组织向交通便利、信息灵通、地域繁华的中心城区
