近期有人提出从雅鲁藏布江调水到黄河的朔天运河引水设想，被有关报刊广为传播。笔者多年从事南水北调西线工程（国家立项开展的南水北调工程之一，从通天河、雅砻江、大渡河上游调水２００亿ｍ３到黄河上游，简称西线调水，目前正在规划）规划研究工作，曾数次到青藏高原进行实地查勘，对西部调水和当地的情况有一定的了解。根据长期从事西线调水工作的经验和已掌握的资料，认为朔天运河引水只是一个大胆、宏伟的设想，在技术上尚存在许多目前难以解决的问题，应以科学、求实的态度慎待这一问题。
