电网企业具有自然垄断性,其经营绩效也不为公众所知,企业效率的测量可以改变这种信息不对称现象。本文利用2008—2012年中国30家省级电网公司的面板数据,通过数据包络分析(DEA),测算了中国省级电网公司的技术效率,并用Malquist指数将生产率变化原因分解实证结果发现,我国电网公司的技术效率均值为0.624;电网公司全要素生产率总体上升,上升的主要动力是技术变化;Tobit模型实证分析表明输配电价、地区生产总值、人口密度(人口/输电线长度)对电网公司的技术效率有正向影响,而线损率、员工数量对其有反向影响。
Grid companies have natural monopoly, and their operating performance is not known to the public. Measuring the efficiency of enterprises can change the phenomenon of information asymmetry. In this paper, the panel data of 30 provincial-level power grid companies in China from 2008 to 2012 are used to calculate the technical efficiency of China’s provincial power grid companies through data envelopment analysis (DEA). The disaggregation of productivity causes by Malquist index shows that our country The average technical efficiency of power grid companies is 0.624. The total factor productivity of power grid companies is generally rising. The main driving force is the technological change. Tobit model empirical analysis shows that transmission and distribution prices, regional GDP, population density (population / transmission line length) The company’s technical efficiency has a positive impact, while the line loss rate, the number of employees have its reverse impact.
