官员财产信息公开制度作为一项有效的防腐措施已经被很多国家证实为根治腐败的根本手段,目前,大多数国家都已经对此项制度进行了法律规范,以确保官员财产公开制度的法制化和透明化。自2009年以来,我国的政府官员财产公开制度也随着各地财产公开的试点引起社会各界的普遍关注。但是,出于对政治稳定的考量、既得利益群体的反对及配套措施不完善等因素的制约,使得财产公开仍不能全面实施。本文试从建立官员财产公开制度的现状、必要性等方面进行分析,对官员财产公开制度的可行性路径提出几点建议。
As an effective anti-corrosion measure, official property information disclosure system has been confirmed by many countries as the fundamental means to cure corruption. At present, most countries have already carried out legal regulation on this system so as to ensure the legalization of public system of officials’ property and Transparent. Since 2009, the open system of property of government officials in our country has also drawn the widespread concern of all walks of life with the pilot projects of open property all over the country. However, due to the consideration of political stability, the objections of the vested vested interests and the imperfect supporting measures, the openness of the property can not be fully implemented. This article tries to analyze the status quo and necessity of setting up an open system of officials ’property so as to make some suggestions on the feasibility of opening the system of officials’ property.
