对文件级立卷问题，学术贵仍有很多争论。笔者以为，争论之所以发生，在很大程度上是由于“文件级立卷”的两面性造成的。因为文件级立卷县有两面性，容易造成各执一端的局面。正确认识和对待文件级立卷的两面性，对于正处于改革和发展时期的档案工作来说，是非常必要的。
There is still a lot of controversy over academic literature on the issue of file-level scrolls. The author believes that the reason why the debate occurred is due in large part to the dual nature of “document-based legislation.” Because the file-oriented county has two sides, it is easy to result in one end of the situation. Correctly recognizing and treating the duality of document-based legislation is necessary for archives that are undergoing reform and development.
