国营商业企业在实行经营承包时,往往由于对有问题商品缺乏明确的划分标准,使承包双方发生争执。过去,许多单位将有问题商品划分为残损变质、淘汰过时、质次价高、销小存大等类型,但在具体鉴别时,就拿不出一个具体的标准。对有问题商品应该有一个明确统一的概念和合理的划分标准。笔者认为有问题商品,只能是指那些能够凭感觉、视觉辨别出来的,明显残损变质的商品,对于一些由于库存时间过长、行情变化等原因造成的商品减值,可采取按照库存时间长短确定不同削价幅度和金额的办法来划分商品责任。例如湖北咸宁市商业局在经营承包对,除对明显的残损变质商
