有关部门要按照精简、统一、效能的原则和决策、执行、监督相协调的要求,结合实际推进机构改革,转变管理职能,转变工作方式,转变机关作风,不断提高工作效率和为人民服务的水平。事业单位要按照政事分开原则,继续改革管理体制。各地要按照中央的统一部署和巩固、完善、探索、深化的要求,积极稳妥地加以实施。在改革中既要落实中央的要求,又要从各地的实际出发。像国有资产管理机构的设置,一定要按照中央的规定依法有序地进行。而有的机构设置则不一定非要整齐划一、上下完全对口。中央各部门和各级地方政府都要进一步加大转变职能的力度,下决心减少行政审批,不断完善政府的经济调节、市场监管、社会管理和公共服务职能,更好地为改革开放和现代化建设服务。
