笔者曾经参加过一供热工程项目中的10台大型燃煤热水锅炉(63MW和70MW)招标技术论证工作。从项目的立项、环评、审批到验收,锅炉必须采取脱硝工艺,保证锅炉运行时排放的氮氧化物(即N Q_X,俗称硝)浓度符合当地环保标准(简称地方标准)规定的指标。当地政府制定这一强制性标准的初衷是为了改善当地大气环境,造福于人民。但这一要求的实施缺乏技术支撑,短期内无法实现或达到其初衷。
I have participated in a heating project in 10 large-scale coal-fired hot water boiler (63MW and 70MW) bidding technical feasibility studies. From project approval, environmental impact assessment, approval to acceptance, the boiler must adopt a denitration process to ensure that the concentration of nitrogen oxides (ie NOx, commonly known as nitrous oxide) emitted by the boiler is in line with local environmental standards (referred to as local standards). The original intention of the local government to develop this mandatory standard is to improve the local atmosphere and benefit the people. However, the implementation of this requirement lacks technical support and can not be achieved or achieved in the short term.
