本文针对上海地区中小河道治理项目的特点,研究其经济评价的方法。选择合理的评价依据和评价参数。结合项目具体情况和国民经济评价的特点,确定项目费用主要包括固定资产投资和年运行费两项。效益主要来源于防洪、治涝、灌溉、航运和其他五个方面,并对应每种费用和效益提出相应的计算方法。选择经济内部收益率(EIRR)、经济净现值(ENPV)和经济效益费用比(EBCR)作为评价指标并介绍了相应的计算方法。最后,以中小河流治理试点的闵行区江川项目区工程为例,运用EXCEL进行了经济评价,评价结果是该项目经济合理。
This article aims at the characteristics of medium and small river courses in Shanghai and studies the methods of economic evaluation. Choose a reasonable basis for evaluation and evaluation parameters. Combined with the specific conditions of the project and the characteristics of the national economic evaluation, the project costs are determined mainly by investment in fixed assets and annual running costs. The benefits mainly come from flood control, flood control, irrigation, shipping and other five aspects. Corresponding calculation methods are proposed for each cost and benefit. The EIRR, ENPV and EBCR are selected as the evaluation indexes and the corresponding calculation methods are introduced. Finally, taking the project of Jiangchuan Project in Minhang District piloted by small and medium-sized river management as an example, the economic evaluation was carried out by EXCEL. The evaluation result is that the project is economically reasonable.
