抽样调查作为集科学性、及时性、经济性为一身的先进统计调查方法,已被广泛认同。但针对我国中小企业统计领域的特殊性及政府极强的经济管理职能特殊性而言,如何兼顾各级政府对统计数字的普遍要求,是中小企业统计抽样调查体系面临的最大技术困难。这恰恰是阻碍抽样调查方法在我国大范围应用的根本性问题。本文从国家需要与地方需要相结合、目录抽样与区域抽样相结合、因地制宜多种抽样方法结合等方面尝试性的作出了探讨。
As a set of scientific, timely and economical sample surveys, advanced statistical survey methods have been widely accepted. However, in view of the particularity of SME statistics in our country and the particularity of government’s strong economic management function, it is the biggest technical difficulty for SME statistical sampling survey system to balance the general requirements of statistics for all levels of government. This is exactly the fundamental problem that hinder the application of the sample survey method in our country. This paper tries to discuss the combination of national needs and local needs, the combination of catalog sampling and regional sampling, the combination of multiple sampling methods according to local conditions and so on.
