从环境保护与高端制造业培育协同发展的角度出发,以南水北调中线工程水源区2005—2014年十年数据为样本,构建环境保护评价与高端制造业培育评价指标体系,运用耦合协调度模型计算耦合度和耦合协调度来衡量环境保护与高端制造业培育的协调关系,进而提出符合两者协同发展目标的方案建议。研究表明:2005—2014年,南水北调地环境保护与高端制造业培育耦合度由濒临失调逐步过渡到勉强调和状态,但是仍属于低质量发展、环境保护滞后型,没有达到优质协调,且环境保护力度评价指数与高端制造业培育需求评价指数之差为负,并呈不断扩大趋势。
