一、目前煤炭计划工作面临的主要难题 1.国家统配煤炭产量不足,占全国总的比重逐年下降,供需平衡难度大,难以保证重点需要。1980年,国家统配煤炭产量占总产量的比重为55%,到1988年下降为42%,1989年以来虽稍有上升,但仍未超过50%。而另一方面,需要国家安排煤炭的重点项目和上调产品生产任务却有增无减,仅能源部大电网火力发电用煤,每年的递增量都有1000万t以上,占新增统配煤炭产量的50%甚至更多,使得其他重点行业和项目的新增需求量得不到保证,必要的核算也不得不放弃;而代之以“撒胡椒粉”式的分配,地方一般工业需要就更难以兼顾到了。 2.计划内煤炭实行多种价格,平价部分比重逐年减少,高价部分逐年增加,给煤炭分
