办案质量终身负责制属于新兴法律名词,就内容层面理解,其是错案追究制的延伸,其终身性并非我国首创。有机结合其与错案责任调查问责制,便是我国全新的司法问责体系。它的出现在很大程度上推动了我国能动司法、公正司法以及独立司法的发展。我国办案质量终身负责制要想得以贯彻落实与长期发展,必须拥有规范化运行环境以及科学制度计划的保证。后者是其实施的根本条件,而前者是其实施的基础保障。本文简要概述了办案质量终身责任制实施的根本要求,然后对具体实施策略进行探析。
The quality of handling the case of life-long responsibility system is an emerging legal term, to understand the content level, which is an extension of the wrong case investigation system, its lifetime is not our first. Organic combination of its accountability system with the wrong-case investigation of responsibility is a new system of judicial accountability in our country. Its emergence has greatly promoted the development of our country’s active judiciary, fair judiciary and independent judiciary. The quality of life-long responsibility system for handling cases in our country can only be implemented if it is to be implemented in a long-term way and must have a guarantee of a standardized operating environment and a scientific system plan. The latter is the fundamental condition of its implementation, while the former is the basic guarantee of its implementation. This article briefly outlines the basic requirements for the implementation of lifelong liability system for handling cases and then analyzes the specific implementation strategies.
