现将《国务院关于加快发展中西部地区乡镇企业的决定》(国发[1993]10号)转发给你们,并结合我省实际,提出以下要求,请一并贯彻执行。一、各级领导要进一步提高认识,增强发展乡镇企业的紧迫感、危机感,把乡镇企业作为全省经济发展的战略重点认真抓好。要选派得力干部充实各级乡镇企业管理机构,把乡镇企业工作作为考核各级政府领导政绩的主要内容。二、县以下新建项目一般要由乡镇企业承担。坚持多种经济成份并存,拓宽乡镇企业发展路子。只要有效益、质最高、销路好,适合发展什么就发展什么。对此,各综合部门、行业管理部门要给予大力支持。对农民股份合作企业,只要乡村或农民自愿,工商部门应予登记,不必经过其他任何部门审批。
We hereby forward to you the “Decision of the State Council on Accelerating the Development of Township and Village Enterprises in Central and Western Regions” (Guo Fa [1993] No. 10) and put forward the following requirements in light of the actual conditions in our province and implement them together. First, leaders at all levels should further raise their awareness and enhance the sense of urgency and crisis of developing township and village enterprises, earnestly and seriously grasp the key task of township enterprises as the province’s economic development. We should select competent cadres to enrich the management organs of township and village enterprises at all levels and regard the work of township and village enterprises as the main content of assessing the performance of leadership at all levels of government. Second, the following new projects under the county township undertaking. Adhere to the coexistence of a variety of economic components and broaden the development path of township enterprises. As long as the effective, the highest quality, good sales, what is suitable for the development of what to develop. In this regard, the comprehensive departments, industry management departments to give strong support. For peasants’ joint-stock cooperative enterprises, as long as the rural areas or peasants choose voluntarily, the industrial and commercial department should register without going through the examination and approval of any other department.
