党的十八届三中全会明确提出,要“积极发展混合所有制经济”。在今年的“两会”上,混合所有制成为代表委员热议的话题之一。中共中央总书记、国家主席、中央军委主席习近平在参加安徽代表团审议时强调,发展混合所有制经济,基本政策已明确。要吸取过去国企改革的经验和教训,改革的关键是公开、透明。作为新形势下中国特色社会主义市场经济的又一次创新和发展,以及新一轮国企改革的突破口,发展混合所有制经济,已是“开弓没有回头箭”。
The Third Plenary Session of the 18th CPC Central Committee made it clear that it is necessary to “actively develop the mixed ownership economy.” On this year’s “two sessions,” one of the topics that has become the hot topic for all the members of the committee is mixed. Xi Jinping, general secretary of the CPC Central Committee, chairman of the State Council and chairman of the Central Military Commission, emphasized in attending the Anhui delegation’s deliberation that the basic policy of developing a mixed-ownership economy has been clearly defined. To learn from past experience and lessons learned from state-owned enterprise reform, the key to the reform is openness and transparency. As another innovation and development of the socialist market economy with Chinese characteristics in the new situation and as a breakthrough point in the reform of the new round of state-owned enterprises, the development of a mixed ownership economy is already “turning a bow without turning around.”
