党组织的战斗力取决于党员队伍的素质。提高组织发展工作质量,是保证党员素质的关键。发展新党员,是基层党组织的八项基本任务之一和最基础、最具体、最经常的工作之一。近几年来,州直机关各级党组织在发展党员工作中认真贯彻“坚持标准,保证质量,改善结构,慎重发展”的方针和《中国共产党发展党员工作细则(试行)》,坚持不懈地抓好发展党员工作。1990年至1994年共发展新党员185名,其中:少数民族41名,妇女53名,35岁以下41名,大专以上文化102名。使机关党员的队伍不断壮大,结构不断改善。新发展的党员都能成为各个岗位上的工作骨干,有的还被州直机关党委和州委授予“优
