镇江市的农业行政执法队伍自1998年组建以来,开展了卓有成效的农资扶优打假专项整治工作,全市农业行政执法的力度之大、规模之广、效果之佳都是历史上从来没有的。农业行政执法工作为维护农村经济的发展、农业生产的安全、农民收入的增加,为树立农林行政主管部门依法行政的良好形象立下了汗马功劳。然而,如何面对日益发展的市场经济下的农资市场新特点,建立健全农资市场的长效监管机制,是我们农林行政主管部门急待探索解决的课题。现结合镇江市近年来的农业行政执法实践,提出几点思考。
Since the establishment of the agricultural administrative law enforcement team in Zhenjiang in 1998, Zhenjiang has carried out a special rectification work on fostering agribusiness and fostering frivolous agricultural products. The intensity, scale and effectiveness of agricultural administrative law enforcement throughout the city are unprecedented in history. In order to maintain the development of the rural economy, the safety of agricultural production and the increase of peasants’ income, the administrative enforcement of agriculture has made a contribution in establishing a good image of the administrative department in charge of agriculture and forestry according to law. However, how to deal with the new features of the agricultural capital market under the growing market economy and how to establish and improve the long-term regulatory mechanism in the agricultural capital market are urgent issues to be explored and solved by our administrative departments in charge of agriculture and forestry. Now with the practice of agricultural administrative law enforcement in Zhenjiang in recent years, put forward some thinking.
