根据上海市经济年鉴和上海市近14年来发布的环境公报,对上海市的经济发展和环境污染状况进行了初步的分析研究。结果表明:随着上海经济的飞速发展和国内生产总值(GDP)的大幅提高,环境的投资逐年增加,染物逐年减少,环境质量有很大程度的改善。上海要建立具有中国特色、时代特征和上海特点的环境管理新机制和新体制,且要实现“生态上海、绿色世博”和基本建成上海生态型城市框架的目标,任重道远。相对于发达国家而言,上海投入到环保方面的投资占 GDP 比例较小。因此,在经济发展的同时,还应加大投资力度,能真正实现环境和经济的同步发展,实现经济效益、社会效益和环境效益的多重效果。
According to the Shanghai Economic Yearbook and the environment bulletin issued by Shanghai Municipality in the past 14 years, a preliminary analysis is made on the economic development and environmental pollution in Shanghai. The results show that with the rapid economic development in Shanghai and the drastic increase in gross domestic product (GDP), the investment in the environment is increasing year by year, the number of pollutants is decreasing year by year, and the environmental quality is greatly improved. Shanghai wants to establish a new environmental management mechanism and system with Chinese characteristics, the characteristics of the time and the characteristics of Shanghai, and it will be a long way to go if it is to achieve the goal of “eco-Shanghai and green Expo” and the framework of Shanghai’s eco-city. Compared with developed countries, Shanghai’s investment in environmental protection accounts for a relatively small proportion of GDP. Therefore, while economic development, we should also increase investment and truly achieve the simultaneous development of the environment and economy so as to achieve the multiple effects of economic benefits, social benefits and environmental benefits.
