不同运营商网络的互联互通是引入竞争的必须条件,双方也因此而共同受益,但由于网络规模的不同,双方受益的大小将与原网络的投资成反比。为了调动双方互联互通的积极性,应通过网间结算资费和网间互联费用分摊来调节,以达到双方利益均衡。由此以经济杠杆来调动互联双方的积极性,从根本上解决互联互通问题。通过互联互通后网络投资效益增值大小和网间来去话呼叫比例两个方面来计算双方受益的大小,尤其是在计算网间来去话呼叫比例时,应用了数学建模和理论分析,论证了互联双方来去话比例并不是简单地随网络大小而变化。在此方面的突破,使得这一复杂问题有了科学的结论。
