尊敬的各位领导、各位代表:交通运输部关于贯彻落实国务院《城市优先发展公共交通指导意见》(国发[2012]64号)的368号文件于2013年初发布。在国家战略强有力的推动下,三年多来,全国各地的城市公共交通发展发生了显著的变化,公益性进一步彰显,人民生活的品质进一步提升,城市环保和控制污染排放有所进步,城市交通的发展方式在发生了深刻的变化。随着国家加快城镇化建设战略的不断推进,中小城市优先发展公共交通的工作将越来越重要。
Dear leaders, Dear delegates, Document 368 of the Ministry of Transport issued in early 2013 on implementing the “Guiding Opinions of the State Council on Public Transport with Urban Priority” (Guo Fa [2012] No.64). Under the strong national strategy, over the past three years, the development of urban public transport across the country has undergone significant changes.
