黑龙江省档案馆珍藏的呼兰府《婚姻办法》,形成于清朝光绪三十三年,是呼兰府针对当时封建婚姻引起的讼案颇多等一些社会问题而制定的公文。这份档案的主题鲜明、内容具体,并具有时代特征和法律特有的强制性。对婚姻礼俗中涉及到的婚书铃印、结婚年龄、彩礼收受款目、严禁额外索财等一系列问题作出了明确的规定。呼兰府《婚姻办法》的出台,说明了黑龙江地区虽地处偏远,但呼兰府风气开化较早,率先在本省制定出《婚姻办法》,使人们在婚姻纠纷中可以用法律来保护自己。它的制定标志着黑龙江地区旧的封建婚姻制度开始发生变化,
