1978年组建四平地区医院时,郭长水就任主持工作的副院长、院长。当时全院仅有44名职工,83张病床,他本着干事业、想长远、求发展的精神,规划医院远景蓝图,筹措业务经费,引进人才和设备,开发新技术项目,短短12年时间,把四平中心人民医院建成了现有500张床位,750名职工,建筑面积28.000多平方米,拥有全身CT、彩色多谱勒、1250毫安大型X光机等多台先进设备的本地区较大规模的综合性医院。
