实现依法治国,并最终建立社会主义法治国家的关键即在于国家行政机关是否能坚持依法行政的原则。而依法行政的核心就是要求行政机关必须按照规定的程序来行使权力。因此我们可以发现,行政程序在依法行政这一环节所起的重要作用。如果行政程序不规范,则无法实现依法行政的目的。因此,本文即就中国的行政程序建设问题进行了探析。
The key to achieving the goal of governing the country according to law and eventually establishing a socialist country under the rule of law lies in the principle that the state administration can uphold the principle of administering according to law. The core of law-based administration is to require administrative organs to exercise their powers according to prescribed procedures. Therefore, we can find out the important role that administrative procedures play in the administration by law. If the administrative procedures are not standardized, the purpose of administration by law can not be realized. Therefore, this article analyzes the construction of China’s administrative procedure.
