有计划地对国家公务员进行培训,是提高公务员素质,建立优化、精干、廉洁、稳定、高效的公务员队伍的根本措施,是造就一大批德才兼备的政务活动家和行政管理家的重要保证。为获取良好的培训效果,培训中本应把政治理论、职业道德、业务知识等方面的教育有机结合起来,以提高受训者的全面素质。但在培训实践中,人们却往往认为政治和道德是虚的,业务才是实的,以致于过分注重业务知识和技能的教育培训,轻视忽略职业道德规范方面的教育内容。笔者认为,为培养大批德才兼备、全心全意为人民服务的跨世纪国家公务人员,必须正确认识道德规范教育的重要性,改变公务员培训中某种程度上存在的轻视道德教育的不良倾向,在各种类型的公务员培训尤其是新录用人员培训和晋升领导职务资格培训中,把公务员道德规范教育开设为必修课。
To systematically train state civil servants is a fundamental measure to improve the quality of civil servants and establish an optimized, capable, clean, stable and efficient civil servant team. It is also an important guarantee for creating a large number of political activists and administrators who have both ability and political integrity. In order to obtain a good training effect, we should organically combine education in political theory, professional ethics and business knowledge in training so as to improve the overall quality of trainees. However, in the training practice, people tend to think that politics and morality are imaginary, that the business is real, that education and training that place too much emphasis on business knowledge and skills and neglect the education content of professional ethics and norms. In my opinion, in order to cultivate a large number of cross-century national public servants who have both ability and political integrity, and who serve the people wholeheartedly, we must correctly understand the importance of ethics education and change the undesirable tendencies of some underestimate moral education in the training of civil servants. Among the types of civil service training, especially the recruitment of new recruits and the promotion of leadership qualifications, the education of civil servants is set as a compulsory course.
