今年3月4日,国务院办公厅转发了教育部等部门(单位)《关于幼儿教育改革与发展的指导意见》(以下简称《指导意见》,本刊上期已刊登)。为了帮助广大读者深刻认识这一文件的意义,更好地把握《指导意见》的精神实质,本刊记者会同《中国教育报》记者于4月11日走访了教育部基础教育司朱幕菊副司长。构建了新时期幼儿教育发展的政策框架记者:朱副司长,请您谈谈《指导意见》发布的现实指导意义。朱副司长;我们可以从1989年颁布的幼儿教育两个法规谈起。《幼儿园管理条例》和《幼儿园工作规程(试行)》是国家改革开放以来,经过十多年的探索,总结了新中国建立40年来幼儿教育的成功经验和教训,在新时期加强对幼儿教育管理和指导的两个重要法规。这两个法规,一个侧重宏观,一个侧重微观,是举办、管理、评价幼儿园的重要依据和标准。这两个法规的颁布、实施,对发展幼儿教育事业、提高幼儿教育质量,起到了不可估量的作用。但是,我们也应该看到,这两个法规产生于我国从计划经济向市场经济转轨的时期,随着市场经济的不断发展,它不可避免地出现了一些不适应的问题。
