一、华北走私的述描 日本对我国华北地区的走私活动,很早开始。但初时规模不大,偷运货物的种类、数量也有限;他们对中国海关的法度和中国政府的缉私活动还不能不有所顾忌,因而在走私手法上还比较隐蔽。随着日本对华北侵略活动的加强,日本在华北走私活动逐渐加剧,1933年——1936年时形成高潮。其手法大约可分三种:第一,隐蔽性的走私。大多以小货船自辽东半岛出发,逢顺风时,一昼夜可达华北各主要港口。据1933年大连海关调查,大连走私出口的日本商品每月在二百万元左右,其中相当一部分是以这种方
I. Description of Smuggling in North China Japan’s smuggling to North China in our country started very early. However, the initial scale was small and the types and quantities of smuggled goods were limited. They still had no scruples about the legal system of China’s Customs and the anti-smuggling activities of the Chinese government, and were therefore still relatively unscrupulous in smuggling practices. As Japan intensified its aggression against North China, Japan smuggled its smuggling activities in North China gradually and culminated in 1933 - 1936. Its approach can be divided into three types: First, covert smuggling. Most small cargo ships starting from the Liaodong Peninsula, every wind, up to all major ports of North China a day and night. According to a survey conducted by Dalian Customs in 1933, the Japanese merchandise exported by smugglers in Dalian is in the order of 2 million yuan a month, of which a considerable part is based on such measures
