信息需求主体的需要动力、政府提高行政能力的推动动力和经济发展阶段的客观动力,是推动欠发达地区政府信息资源共享的动力诱因。在对政府信息资源共享模式进行分析的基础上认为欠发达地区政府信息资源共享的目标模式应包括顺畅的运行机制、统一的技术平台、优化的办公流程、完备的增值服务与专业的外包服务。 The impetus for the main body of information needs, the impetus for the government to improve administrative capacity and the impetus for the stage of economic development are the driving forces for promoting the sharing of government information resources in underdeveloped areas. Based on the analysis of the pattern of government information resource sharing, this paper argues that the target mode of government information resources sharing in underdeveloped areas should include smooth running mechanism, unified technology platform, optimized office process, complete value-added services and professional outsourcing services.
