90年代 ,联合国颇可为“社会发展”的重新受到重视而骄傲。社会问题无疑属于整个联合国机制中的核心任务 ,尽管工作是由各个国家承担。联合国及其专业机构———尽管它们之间还存在重要分歧———有着一些优势 ,可以在发展合作方面对促进社会发展做出适当的贡献。然而 ,它们也有各种各样的短处 ,明显降低了它们的作用 ,譬如说工作的零零碎碎 ,又譬如说总把各国政府作为对象 (如在措施的落实中 )。另外 ,在社会发展领域 ,联合国理论上能做什么 (例如所谓的“20/20倡议”与“人类发展报告”)与各国在实践中能做什么 ,这之间还存在巨大的差距。显然 ,目前需要加大改革力度 ,以使联合国及其专业机构能对社会发展及其他重要的发展政策任务做出更实在的贡献。
In the 1990s, the United Nations was quite proud of the renewed emphasis on “social development.” Social issues undoubtedly belong to the core task of the entire United Nations mechanism, although the work is carried out by all countries. The United Nations and its professional bodies, despite their important differences, have some advantages that can make an appropriate contribution to the promotion of social development in the area of development cooperation. However, they also have various shortcomings, which have obviously reduced their effectiveness. For example, the work is fragmented and, for example, always targets all governments (as in the implementation of the measure). In addition, there is still a huge gap between what the United Nations can do in the field of social development (such as the so-called “20/20 Initiative” and “Human Development Report”) and what countries can do in practice. Obviously, there is a need to intensify reforms so that the United Nations and its professional bodies can make a more substantive contribution to social development and other important development and policy tasks.
