目前,云南省林业建设上存在的问题仍然十分严重。采育比例严重失调,经营粗放,毁林开荒,乱砍滥伐,山林火灾频繁发生等等。由此导致生态逐渐失去平衡。造成这些问题的一个重要原因,是在林业生产建设中没有切实按经济规律办事。在森林资源的开发利用和经营管理上,缺乏一个切实可行的经济管理办法,来保证以营林为基础的方针的实施,并为森林资源的扩大再生产提供资金。要从根本上改变这种局面,实行森林资源收费制,即实行林价制度,是一个很重要的措施。
