党的十四届五中全会把水利摆到了基础设施和基础产业的首位,为水利的发展带来了新的机遇。作为水利大县的寿县,一定要抓住这个机遇,在“九五”期间做好“水利第一”的文章,把一个崭新的水利产业带入21世纪。 ——立足抗灾,坚定不移地抓好水利建设。寿县地处安徽中部,北依淮河,易涝易旱。“八五”期间尽管水利工作成效斐然,连年摘取全省水利兴修评比桂冠,但尚不能适应经济的快速发展,因此立足抗灾、坚定不移地搞好水利建设仍是“九五”期间寿县水利工作的主旋律。首先是建立“第一”的组织。按照市场经济要求和“水利第一”的目标,跳出计划经济的框框,建立起相互协调、功能齐全、适应基础设施和基础产业发展的组织机构。第二是抓好水利宣传。营造领导重视、部门支持、社会共识的发展水利氛围,讲“第一”形象,谈“第一”位置,充分体现水利在社会上的地位、影响和作
