调研是“谋事之基、成事之道”。调研工作的最终目的,就是要实现调研成果的转化运用。目前在调研成果转化运用过程中存在着一些不可忽视的问题:一是“谋略性”变成“资料性”。一些地方和领导没有很好运用调研成果,只在上报材料、领导述职等急需时才从中找依据、寻答案,平时很少将其用于决策过程,指导实践,使调研成果单纯成为“资料库”。二是“实践性”变成“交流性”。当前各种研讨会,名目繁多,漫天撒网,随意取材(收费),各得其所。一些主办者不是把研讨学习放在第一位,而是把别人的调研成果做为自己的创收;一些参加者不是把调研成果用于社
Research is the “foundations of seeking merits, the road to success.” The ultimate goal of research work is to achieve the transformation and utilization of research results. At present, there are some problems that can not be ignored in the process of transformation and application of research results: First, “strategic” becomes “informational.” Some localities and leaders did not make good use of the research results. They only found evidences and sought answers when they were urgently needed, such as reporting materials and leading posts. They rarely used them in the decision-making process and guided practice so that the research results simply became a “database ”. Second, “practicality” becomes “communication.” The current variety of seminars, a wide range of projects, the sky cast nets, free access (fees), each has its own place. Some sponsors do not give top priority to seminars and studies but use the research results of others as their own revenue-generating activities. Some participants do not use the research results for social activities
