推动人才强国战略贯彻实施,需要充分发挥政府人才工作综合管理部门的职能作用。当前国内对“党管人才”在定位、内容、途径等问题上开展了丰富的探索和实践,然而对建立完善政府人才工作综合管理体制尚缺乏探索。本文旨在对政府人才工作进行调研的基础上,分析政府人才工作综合管理的职能定位、工作内容,提出推动政府人才工作综合管理部门有效运作的对策建议,以期对我国人才强国战略顺利实施和《国家中长期人才发展规划纲要(2010—2020年)》有效落实有所推动。
To promote the strategy of strengthening the nation by talented people, we must give full play to the functions and functions of the comprehensive management department of government personnel work. At present, China has conducted a wealth of exploration and practice on such issues as the position, content and channels of “party management personnel”, however, there is still a lack of exploration on the establishment and improvement of an integrated management system for government personnel work. Based on the investigation of government personnel work, this paper analyzes the function and job content of the comprehensive management of government personnel work and puts forward the countermeasures and suggestions on how to promote the effective operation of government personnel comprehensive management department. With a view to the successful implementation of “ National Medium and Long-term Talents Development Plan (2010-2020) ”effective implementation has been promoted.
