北约盟军的军事计划制定者的首要职责是确保盟国未来的安全。由于技术的迅猛发展,现在必须对未来十年至二十年所面临的威胁作出决断。北大西洋公约组织(简称北约)所面临的威胁之一是来自华沙条约国家(简称华约)的战术弹道式导弹。由于苏联对它的战术弹道式导弹进行改进,其精度提高了一个数量级,这样就从以前的核武器威胁转变为常规威胁,因而在战役一开始,华约国家就有可能将北约的主要防御手段摧毁。扩展防空计划的宗旨就是要解决这一问题。
The prime responsibility of NATO military planners is to ensure the future security of their allies. Due to the rapid development of technology, it is time to make a decision about the threats that lie ahead in the next 10 to 20 years. One of the threats to the North Atlantic Treaty Organization (NATO) is tactical ballistic missiles from the Warsaw Pact countries. As the Soviet Union improved its tactical ballistic missile with an order of magnitude improvement in its accuracy from the previous nuclear threat to a conventional one, the Warsaw Pact countries at the very beginning of the campaign were likely to destroy NATO’s major defensive tactics . The purpose of expanding the air defense program is to solve this problem.
