信息化战争背景下军队人事管理的基本矛盾是军事人员的素质、编成与战斗力生成所需要的人力资源配置水平与效率不相适应。表现为选人用人方面个人利益与集体利益的冲突,考核环节的制度规定可行性与操作性的冲突,福利待遇与退役环节的社会化标准与军事化标准的冲突。军队人事管理实践需要从核心管理理念上贯彻党管干部的原则,按战斗力要求编配和调控人事岗关系,以制度化人事管理保证军队人事管理的稳定性和有效性。
