自1978年至今,中国改革开放走过了30年波澜牡阔的历程。30年来,我国整个社会始终处于深刻转型和快速发展之中,实现了从计划经济向社会主义市场经济的转型,实现了从全能政府、管制政府向有限政府、服务政府、法治政府的转型。法治政府是一个国家法制建设的重点和难点,30年的历史表明,依法行政的观念已经深入人心,法治政府理论逐步深化,政府依法行政的能力和水平不断提高,监督行政日趋完备。
Since 1978, China’s reform and opening up has gone through 30 years of ups and downs. In the past 30 years, the entire society in our country has been undergoing profound transformation and rapid development. The transition from a planned economy to a socialist market economy has been achieved and the transition from a totalitarian government to a limited government, a service government and a government under the rule of law has been achieved. The rule of law government is the key and difficult point of a country’s legal construction. The 30-year history shows that the concept of administering the country according to law has been deeply rooted among the people. The theory of the government under the rule of law has been gradually deepened. The ability and level of government administration under the law have been constantly improved.
