本文从构筑淮河防洪体系、防汛调度、人水和谐、有效管理等方面论证了行蓄洪区整治的必要性,认为尽快实施行蓄洪区整治工程符合当前的治淮形势和社会形势。 This paper demonstrates the necessity of flood control and floodplain remediation in the aspects of constructing flood control system of Huaihe River, flood control and dispatching, human and water harmony, effective management and so on. It is considered that the remediation works of flood storage and floodplain as soon as possible is in line with the current situation and the social situation.
