冷战结束后,随着世界格局发生变化,非战争行动(OOTW)已逐渐成为美军研究的重点,从索马里到波黑,美军参与非战争行动的频率越来越高。美军将非战争行动定义为“在和平和冲突期间,两个有组织的力量之间不需要武装冲突介入的军事行动”。由于非战争行动独特的作战样式、作战目的和行动方法,使传统的致命性武器已越来越难以满足这一行动的需要,迫使美军的决策者们重新审视其传统武器系统的功能。
After the Cold War, as the world structure changes, the Non-Operational Movements (OOTWs) have gradually become the focus of the U.S. military research. From Somalia to Bosnia and Herzegovina, the U.S. troops are increasingly participating in non-war operations. The U.S. military defines non-war operations as “military operations involving no armed conflict between two organized forces during peace and conflict.” Due to the unique operational style, operational goals and methods of operation of non-war operations, it has become increasingly difficult for traditional deadly weapons to meet the needs of this operation, forcing US military policymakers to re-examine the functions of their traditional weapon systems.
