1936年春,为贯彻瓦窑堡会议精神和毛泽东的指示,中央决定:红军由陕北东渡黄河,通过山西,开赴冀、察前线,直接对日作战。红一方面军主力编为抗日先锋军。红一军团决定由红十三团、红三团和红一团为基础组建一个师。恢复红一师的番号。任命陈赓为师长、杨成武为政委、杨得志为副师长、耿飚为参谋长、谭政为政治部主任。全师约3000多人,任务是打头阵。
