根据“九五”期间企业改革的总体要求,1996年的企业改革工作要坚持改革、改组、技术改造和加强企业管理的“三改一加强”方针,继续深入试点,总结推广经验,实行点面结合,在制度创新、兼并破产、减人增效、债务重组、抓大放小等方面取得实质性的突破和进展;加快结构调整步伐,促进一批优势企业发展,形成国有经济的支柱。
