2009年以来,“扫黄打非”新闻频出,大批低俗色情网站被关闭,大批涉黄手机网站被关停还令人记忆犹新。不过,已成燎原之势的“扫黄打非”工作,并没有随着大量的年末汇报而结束,新一轮“扫黄打非”已经开始,国内治理手机淫秽色情信息的行动扩展到了个人用户的短信方面。上海、北京、广东等地的电信运营商先后确认,个人手机用户发送涉黄短信,其手机将被暂停短信功能。原本在手机扫黄风暴中处于整顿和被批评地位的电信运营商,这回成功地扭转了自己的角色。针对国家工业和信息化部日前部署第二阶段整治手机涉黄工作的要求,中国移动上海分公司首先会根据事先设定的一系列关键词对手机短信进行先期过滤,一旦发现有问题,将对该手机号码进行暂停短信功能的处理,如果用户有异议,可去公安部门对短信内容做鉴定。中国移动上海分公司称,认定“低俗涉黄短信”的依据是2009年初相关部门“认定网络低俗的十三条标准”。这十三项“低俗认定”标准,具体包括了“表现或隐晦表现性行为、令人产生性联想、具有挑逗性或者侮辱性的内容”等。但在认定何为“低俗涉黄短信”的问题上,各移动运营商的依据并不相同,执行手段和处理力度也有所不同。此举遭受了诸多手机用户的质疑,有人担心通信自由或隐私权遭侵犯,有的用户则发送各种短信以试探“低俗涉黄”的“红线”。
